NEW FINANCE will help accelerate new investment in energy efficiency and renewable energy sources in public buildings by increasing the confidence of key decision makers from public and finance sector to find and apply working strategies for the mobilization of private funding and better use of ESI funds. In order to reach this goal, the project will focus on effective replication of proven implementation models and smart networking activities equally involving stakeholders from public and private sector whilst capitalizing on a number of previous and ongoing similar initiatives.
The main objective of this project is to increase the confidence of public building owners and private investors to overcome the barrier in financing energy efficiency measures at local and regional level and thus help accelerate new investment in energy efficiency and renewable energy sources in public buildings. The NEW FINANCE specific objective is to support the development and implementation of innovative financial schemes that leverage ERDF and other public funds on private financial resources and lead to bankable and sustainable energy projects.

North-West Croatia Regional Energy Agency – REGEA was established by the City of Zagreb and three neighbouring counties – Zagreb, Karlovac and Krapina-Zagorje in 2008 within the framework of the Intelligent Energy Europe Programme.
Our scope of work includes providing information, education and promotion of energy sector’s best and brightest examples, support in the development and implementation of national, regional and local energy plans and programmes, energy audits and certifications, energy performance contracting and public private partnerships.
The Catalan Energy Institute (ICAEN) is a governmental entity that promotes implements and supports the necessary research and knowledge generation in order to design and implement policies targeted to achieve the optimal management of energy resources in Catalonia.
ICAEN was created by the Parliament of Catalonia by Law 9/1991 of May 3rd (published in DOGC no. 1440) and falls under the Department of Labor and Enterprise of Generalitat of Catalonia. It is structured in two main areas or divisions to face the main targets of the Catalan Energy Policy: the energy management division and the energy planning division.
ICAEN’s main actions are:
- Energy prospective analysis and policy making;
- Energy efficiency promotion on building, transport, industry and primary sectors;
- Renewable energy generation promotion and policy development;
- SME support and new products and services promotion related with energy efficiency and renewable technologies;
- Knowledge transfer and dissemination;
The activities are primarily related to improving the management of energy demand by promoting energy efficiency, promoting better utilization and better management of local and renewable resources, optimizing production costs, supporting research aimed at the best possible exploitation of energy supply, managing regional functions in the field of energy. Furthermore, its actions are also aimed at improving the environment and air pollution control.
ARAEN plays its role in the implementation and support in the preparation of regional energy policies and acts as interlocutor for the actors of the regional energy system and for all citizens.
Energy Agency of Savinjaska, Šaleška and Koroška Region - KSSENA has been established in 2006 within the Intelligent Energy Europe Programme by four founders: Municipality Celje, Velenje, Slovenj Gradec and Public Utility Company Velenje. We are specialized in the field of RES and RUE, with our main activities focused on project work and on energy management for local communities. Our goal is to support municipalities with energy bookkeeping and preparation of different energy related documentation, such as energy audits for public buildings, energy strategic documents like SEAPs or Local energy concepts and investment documentation for successful implementation of energy measures.
MIEMA was set up 2007 with the mission to support and encourage a more intelligent use of conventional energy resources and renewable sources by promoting awareness initiatives and research projects that contribute to define incisive and targeted action plans and policies of intervention in Malta. Since it was established, the Agency has been involved in a number of EU funded projects developing research and activities on: green economy, sustainable practices in tourism and local governance, innovation in renewable energy sources (bio fuels, photovoltaic and wind power), heritage and landscape valorisation, smart-grids applications, sustainable mobility, IT and e-learning tools. In collaboration with educational institutions and Universities, MIEMA organises educational and training activities, conferences and seminars, offers internships to students on research mobility programmes and develops capacity building for policymakers.

Ministry of construction, spatial planning and environmental protection of Una-Sana Canton (Bosnia and Herzegovina) is responsible for and has vast experience in implementing energy efficiency projects in Una-Sana Canton. The Ministry will be contributing to implementation of project activities through providing support and „Ministry of Construction, Spatial Planning and Environment Protection of Una-Sana Canton assistance to staff of the Development Agency of the Una-Sana Canton, project partner. The goal is to gain new knowledge and experience through exchange of good practices with other project partners and implementation of project activities“
